PURPOSE:To separate and read out a character written in a frame of an optional color from the frame by one kind of image signal by detecting the frame from a character area and removing a continuous area from optional picture elements existing in the outer sides of the frame. CONSTITUTION:A character detecting/segmenting means 12 detects and segments an area in which respective characters are written by masking an image signal obtained from a photoelectric conversion means 11 based on an X masking signal to be projection in the X direction and a Y masking signal to be projection in the Y direction. A frame detecting means 13 forms vertical and horizontal projection patterns 16, 17 for the segmented character area, detects its frame 2 based on the existence of a peak on a picture end and estimates the line width 18 of the frame 2 based on the width of the peak more than a threshold. A frame removing means 14 removes picture elements allowed to contact with a start point to be an optional picture element on the outer side of the frame 2 by defining the inside of the range of the estimated line width 18 as the area of the frame 2. Consequently, a character 3 written in the frame 2 can be separated from the frame 2 and recognized by a recognizing means 15.
