PURPOSE:To enable the output of a bit of read information in a regulated pitch, and the change of a reading pitch, by providing a mounting block in which a prescribed number of light emitting elements and light receiving elements are arranged at a prescribed position corresponding to the slit hole of a rotary encoder, and a power source switching selection switch for the light emitting element. CONSTITUTION:In the holes of a mounting block 44 having a prescribed dimension of U-form, for example, processed in a prescribed shape with an aluminum, and whose whole plane is coated in black, and on a prescribed position corresponding to the slit hole of a rotary encoder 41 of which a mounting hole is pierced, the prescribed number of light emitting elements and the light receiving elements 43 are loaded facing with each other corresponding to the number of rings of the rotary encoder. And the block is fixed at the prescribed position of a case 1 so as to interpose the rotary encoder 41, and also, a selection switch 5 which switches the power source of each light emitting element, and sets a required reading pulse, is arranged and connected. In this way, it is possible to change an information reading pitch on a sheet of paper, and also, the reading pulse is generated in the regulated pitch regardless of a moving speed by a manual operation, and a bit of information with high reliability can be outputted.
