PURPOSE:To improve the fuel comsumption and the operational performance in accordance with the load of an actuator by corresponding the increase/ decrease of rotation to a large or a small level of the maximum displacement of a hydraulic pump. CONSTITUTION:Outputs from a load detection sensor 22, an automatic control section switch 24 and a mode exchange switch 31 are fed to a controller 29 while a maximum inclination angle setter 21 is provided to a variable capacity hydraulic pump 13 and a rotation increase/decrease device 25 is provided to an engine 11. Under heavy load, the engine rotation is increased to set the maximum displacement to a small level while when a light load is detected, the engine rotation is reduced to set the maximum displacement to a large level. Consequently, the fuel consumption can be improved irrespectively of the skill of operator, and even when the mode is exchanged under low engine rotation area, the delivery of the hydraulic pump is settled to an approximately constant level thereby the operational performance is improved.
