PURPOSE:To apply a lump metering system to a special number service call without changing largely a local exchange by providing a holding means and a metering pulse sending means in an incoming trunk. CONSTITUTION:When a special number service call comes into a unifying line 5, an incoming trunk 11d and a seat device 18 are connected, relays TK and F in the incoming trunk 11d are operated and a calling station identifying sound is communicated to a number guiding stand 13. When the relay TK is operated in the incoming trunk 11d, a relay TKA holds an action. When the handler of the number guiding stand 13 operates the accounting keyboard provided at the number guiding stand 13, in the incoming trunk 11d, the relay F is restored, a relay E operated, a response signal is returned to the unifying line 5, a metering pulse generating part 111 generates the prescribed number of the metering pulse and a relay MP is driven. As the result, relays MP and M are intermittently operated only by the number of the metering pulse and the prescribed number of the metering pulse is sent to the unifying line 5.
