PURPOSE:To attain the reduction of a decoding process time, by storing once a bit of information detected as the change point of the signal value of a scanning line objected to be decoded, on a memory, and using it as the bit of information of the change point of the signal value of the next referencing scanning line. CONSTITUTION:On processing a sheet of picture, the initialization of a change point address is stored at a change point address line memory 4, and is supplied to a change point address arithmetic part 3. Next, the coding signal of the first scanning line is supplied from a code buffer memory 1 to a code deciding part 2, and after a mode decision, it is supplied to the arithmetic part 3. The arithmetic part 3 performs an arithmetic operation for the change point address of the scanning line objected to be decoded, setting the initialization value of the memory 4 as a reference, and a result is supplied to a picture signal reproducing part 6, and the memory 4. The picture signal reproducing part 6 reproduces the binary picture signal of one scanning line part, and supplies it to a picture memory 7, and a change point setting part 8, and switches switching means 9 and 10. At the next time of the decoding process of the scanning line, the change point address of the memory 4 processed just before, is used as the change point address of the reference scanning line.
