PURPOSE:To judge a transmission control code detected at a data reception time as the break-point of a packet, by converting and excluding data coinciding with the transmission control code included in the packet to be transmitted, to another code. CONSTITUTION:A transmission conversion part 4 in a transmitter 1 converts a transmission packet 8 received from a transmission part 3, and transmits it to a transmission circuit 5 as a transmission line packet 9. A reception conversion part 6 in a receiver 2 converts the data in a reception line packet 10 received from the transmission circuit 5, and hands it to a reception part 7 as a reception packet 11. The transmission conversion part 4, by adding the transmission control code at the forefront, or the end of the first packet including one, at least, of the data to be transmitted, and converting the data coinciding with the code to two of the first expansion codes different from the transmission control code, and inserting the second expansion code at a position just after the data coinciding with the expansion code, converts the first packet to the second packet sectioned by the transmission control code.
