PURPOSE:To simply perform the management of a temporary password, by writing the temporary password on both the memory and the magnetic stripe of an IC card, and executing a card issuing process after checking both temporary passwords in the stage of the issuing of the IC card. CONSTITUTION:In the manufacturing time of the IC card, the temporary password consisting of a prescribed combination is generated by generating a random number in an IC card writer 5. The temporary password is transferred to a magnetic card write means and an IC card control means respectively, and becomes a write data, and is written on the magnetic stripe and the memory of the IC card 1 separately. When the IC card on which the temporary password is written is put on an IC card issuing machine 6 by a card issuing clerk, the IC card issuing machine 6 reads out, for the first, the data of the temporary password from the memory 3, and the part of the magnetic stripe of the IC card 1, and performs the check and comparison of both data. When the coincidence of the temporary passwords is obtained by the check and comparison, the IC card is made open, and the various kinds of data required for the issuing of the IC card are written on the IC card.
