PURPOSE:To prevent an erroneous action from being occurred by executing a confirming processing before the system file of a substation is renewed even when the error occurs on the way of transmission from a main station to the substation. CONSTITUTION:To the memory device 25 of a back end processor 200 of a substation B, a renewing information control area R to store renewing information N from a main station A and control information C to show the effectiveness of the renewing information is provided. The renewing information N from the main station A is wholly stored into a renewing information control area R, by the request from the main station A, the renewing information N and the control information C are returned to the main station A, concerning the renewing information N which is confirmed to be effective by the main station A, the effective information is sent to the main station A to the substation B, the control information concerning the renewing information is rewritten to 'effective', and a system file (data) F of a front end processor 100 is rewritten at the time of starting the operation of a system or by the transferring control signal from the main station. The renewing information in the renewing information control area is stored regardless of the effectiveness and the ineffectiveness, and then, an abnormal processing can be easily executed.
