PURPOSE:To attain low voltage driving by sandwiching a specific structure by two polarizing plates arranged so that their polarizing directions intersect with each other at right angles. CONSTITUTION:A transparent ceramic plate 11 is stuck to the surface of a quartz glass substrate 15 by adhesive and three grooves are formed in parallel. After heat treatment to remove working distortion, the whole surface other than the grooves is masked by photoresist or the like, the grooves are filled with a conductive material by Al evaporation or non-field plating of Cu or Ni to form electrodes 12, and then the photoresist parts other than the grooves is removed. Then plural grooves are formed vertically to the grooves to be used as the electrodes 12, heat treatment is executed again to remove the working distortion, the grooves are filled with insulating resin to attain reinforcement and insulating, and then drawing electrode patterns 13 from the electrodes 12 are formed. The obtained structure is sandwiched by two polarizing plates 16 having polarizing directions inclined by 45 deg. from the field impressing direction and intersecting to each other at right angles.
