The invention concerns a portable electric heating device which is intended to radiate heat from its front surface 1b and which comprises a heat-emitting heating layer which contains a resistance element 5. To achieve a general purpose heater of simple construction which is particularly suitable for placing on the floor of a garage to heat the underside of a car by radiant heat, the heating layer consists of a heat-resistant plastic foil 4 which houses a foil resistance element 5 with the heating layer and an insulating plastic layer 3 encased in a heat-resistant plastic casing 1. <IMAGE>
