PURPOSE:To maintain the high level of the bonding power or adhesive powder between a thermoplastic for thermal adhesion and steel sheet even after lapse of time by providing a thin treatment layer by hydroxymethyl group-contg. phenols on the surface of the steel sheet having an Ni plating layer and Cr- contg. coating layer. CONSTITUTION:This surface treated steel sheet consists of a steel sheet substrate 1 produced by cold rolling, the Ni plating layer 1a thereon, the metallic Cr layer 2 thereon, the nonmetallic Cr layer 3 thereon and the extra thin layer 4 of the hydroxymethyl group-contg. phenols or polycondensation product thereof bound thereon. Such surface treated steel sheet exhibits the extremely strong bonding power to the thermoplastic resin such as, for example, polyamides or polyesters and is, therefore, advantageously usable for production of a resin coated steel sheet or structure consisting of resins. The bonding power or adhesive power of the resin and the steel sheet is extremely high initially and even after lapse of time.
