PURPOSE:To obtain an output always using a midpoint potential as a reference by providing a differential transistor (TR) pair circuit, a bias circuit outputting the midpoint potential of a power voltage and a level shift circuit. CONSTITUTION:When the bias circuit 8 outputs the midpoint potential, the level shift circuit 9 is operated to control the midpoint potential of a reference potential connected to a level conversion circuit. Further, the level shift circuit 9 is operated to control an output of the level conversion circuit. Thus, an output taking the midpoint potential on its basis at all times is obtained from the differential TR pair circuit 4 without saturated TRs. Further, the differential TR pair circuit 2 is operated to take the threshold potential as the midpoint potential and its output and its inverted output are used as the base input of the circuit 4 via the level shift circuit 3, then the circuit 4 is operated with well-balancing state. Further, the power voltage range is widened by obtaining the constant current of the circuits 2-4 from a constant current source 10 whose current is varied in response to the change in the power voltage.
