PURPOSE:To stabilize an accumulated amount in a buffer when paper or metallic materials are continuously fabricated for accumulating them into the buffer in the horizontal direction so as to forward the materials later on at a rate of cut-to-size feeding in order to cut them into a cut-to-size by controlling both fabrication works and an amount of takeoff. CONSTITUTION:A command device 15 including a correction device 153, issues a speed command n2 to a positioning device 11, and also issues an actuation command to the device 11 when a counter 151 counts up a ridge number N whereby a receiving ridge number N is given in advance. Then, a pulse train equivalent to the ridge number N and a receiving speed n2, is applied to a position servo amplifier 10 by the device 11. As a result, a servo motor 9 is driven for rotating a work roll 8 at a speed n2 corrected by both of the rotary speed n1 of a forming roll 1 and the receiving ridge number N so as to receive materials 2 whereby a buffer is stabilized.
