PURPOSE:To prevent the deterioration in the picture quality of a reproducing picture due to the deficiency in a code length by deciding the code length to the converting data of respective sequences based on the standard deviation or the average value of the respective converting data. CONSTITUTION:An encoding circuit 12 extracts the same converting data y of the respective sequences from all blocks B. The data is extracted on all the sequences, said encoding circuit 12 obtains the standard deviation sigma of the extracted converting data y, obtains the code length (number of bits) based on the standard deviation sigma and the number of the bits is made the code length on the sequence. Namely, the code length obtained based on the standard deviation sigman of the converting data y of the sequence n extracted from the respective blocks B is made the code length on the sequence n. Thus, the number of the bits Db based on the standard deviation sigma is obtained for instance as Db=[log2(2sigma+1)] (in this case, the number under decimal point is half adjusted.). |
