PURPOSE:To improve the reliability for extracting a character, by determining in advance a rough procedure for recognizing a character, and providing a means which can determine a parameter which becomes an optimum condition at every step by designating an area. CONSTITUTION:An area designating circuit 15 designates the character area of an input image, and stores in advance the feature quantity of its area and height, etc. A character area extracting circuit 11 executes an expansion processing by differentiating and binary-coding the input image, and extracts an area. If there is an area being near a designated area, its binarization threshold level and the number of times of expansion become optimum values. If there is no near area, the binarization level and the number of times of expansion are changed, and when a character area is extracted, some value can be determined as an optimum parameter. Also, a character extracting circuit 12 binary-codes and extracts a character, and a segmentation and a segmentation and a recognition are executed by a one character segmenting circuit 13 and a character recognizing circuit 14. In this way, the reliability for extracting a character can be improved.
