In the whole-wheel driving state, the cut by a driving state switching means 14 is prevented, and the min. revolution speed out of the revolution speed Va, Vb... of the wheels 1a, 1b... which revolve at the same time is selected by a min. value detecting means 12, and setting control of the threshold value is carried out. Therefore, the speed for the ground as the standard in setting the threshold value can be calculated correctly and at a low cost.
