PURPOSE:To improve response by coupling a torque meter device which has a rotary disk on one shaft directly with a device rotating shaft, providing a multiplier which multiplies the output value of the torque meter device by an inertia compensating signal value, and using the output of the multiplier as a compensated inertia torque value. CONSTITUTION:This device is provided with the torque meter device 13 which has the rotary disk on one shaft coupled directly with a drum rotating shaft, the conditioner amplifier 14 of a torque meter 13, and the multiplier 15 which multiplies the output of the conditioner amplifier 14 by the inertia compensating signal + or -DELTAW. The speed of a test vehicle is transmitted as a rotating speed to the torque meter device 13 through a driving wheel 11 and a drum device 12. The rotary disk is constant in mass, so the output of the torque meter device 13 is an angular acceleration omega signal, and the multiplier 15 multiplies omegaand + or -DELTAW by each other to obtain the compensated inertia torque value T1 in the form of an electric signal. The value T1 is matched with the output Vt of a torque feedback conditioner amplifier 3 and added to a run resistance command signal V2, so that a dynamometer 1 generates torque corresponding to the value T1 by a torque control system to which Vt is fed back.
