PURPOSE:To make easier the penetration of reinforcing materials into coil cement column lines by a method in which a reinforcing material consisting of a plurality of long bars and horizontal couplers is penetrated into the lower end of the angular cylinder of a penetrating tool, the the penetrating tool is penetrated into the soil cement column lines. CONSTITUTION:A reinforcing material 100, consisting of a plurality of long bars 2 and horizontal couplers 21-24 crossed rectangularly and fixed to the bars 1, is inserted into the lower end of the angular cylinder 41 of a penetrating tool 200, and the lower end of the cylinder 41 of the tool 200 is closed by the horizontal 24 of the material 100. The tool 200 is positioned on a soil cement column line, pressed down, and then pulled up, whereupon the material 100 is left behind in the soil cement column line. The penetrating operation of the reinforcing material 100 into the soil cement column line can thus be made easier.
