PURPOSE:To adsorb film onto a core for winding therearound and thereby to obtain effective cutting and winding of the film with no damage to and loss of the film, by cutting the film and simultaneously imparting electrostatic charge to the film. CONSTITUTION:When a mill roll 14 on a right core 12 is fully wound, a lower arm 23 is swung upward to a waiting position, and an intermediate arm 26 is swung downward to cause film 11 to be pressed against a new core 13 by a press roll 25. At the same time, an upper arm 29 is swung downward to press down the film 11 by a pair of pressors 30, and the film 11 is cut by a cutter 22 attached to the extreme end of the lower arm 23. At this time, the cutting edge of the film 11 is charged by electrostatic charge imparting means 20 so as to be adsorbed onto the new core 13 and wound therearound. This permits effective cutting and winding of the film 11.
