PURPOSE:To perform the money reception/payment business as normal even if a communicationline is defective, by checking an IC card by collation with a list of users with which transactions are impossible and comparing the amount of money of reception/payment request with the balance to decide whether the transaction is permitted or not. CONSTITUTION:The list of users with which transactions are impossible in the normal operation mode is stored in a memory 14 by an inquiry means 18. In the emergency operation mode where the ledger in a head office cannot be used, the number of the IC card which a customer sets is read and it is checked whether this number is stored in the memory 14 or not by a check means 13. If the IC card is judged to be normal, the amount of money of reception/payment request of the customer is compared with the balance to discriminate whether the transaction is permitted or not; and if it is permitted, the transaction is executed to correct the balance on the IC card, and the corrected balance is stored in a memory 11. At the time of the mode is switched to the normal operation mode, contents of the memory 11 are transmitted by an offline transmitting means 12 to update the ledger. |
