PURPOSE:To accurately detect the occurrence of abnormality by judging whether opening/closing operation becomes abnormal or not by using an optical method and also making a self-diagnosis of whether an optical measurement system becomes abnormal or not. CONSTITUTION:A light reflecting plate 22 provided with an index 23 for position detection is fitted to a link mechanism 7 which links an operation rod 6 coupled with the opening/closing contact of a breaker 1 with an operation piston 8. Light emitted by an E/O part 29 passes through an optical fiber 27 for projection and is projected on the light reflecting plate 22 from optical fiber heads 24a-26a. Reflected light is guided in from optical fiber heads 24b-26b for photodetection and sent to an O/E part 31 through an optical fiber 28 for photodetection, so that the light is converted into an electric signal. The E/O part 29 and O/E part 30a are linked with an arithmetic part 31. Then, an arithmetic processor 35 compares the time of operation up to the specific position of an index 23, found from the relation among signals 32-34 from the arithmetic part 31 and a disconnection command signals S1 and a making command signal S2 supplied from signal lines 27 and 38 with a reference value to judge whether operation abnormality occurs or not, thereby sending out the result from an output terminal 39.
