PURPOSE:To release a buffer dead lock to make inter-system communication possible by causing the system whose buffer acquisition logical time is later to release a buffer forcibly by a control session management part. CONSTITUTION:When a reception request is transmitted from one of systems A and B to the other, a transmission/reception processing part 1 receives data and requests a buffer control part 2 to allocate a buffer 5. If the buffer 5 is filled up, the buffer control part 2 requests the transmission//reception processing part 1 to release the buffer dead lock. A control session management part 4 requests the buffer control part 2 to report the acquisition logical time of the start buffer of a transmission request queue and compares it with its own buffer acquisition logical time. The transmission processing of the system whose buffer acquisition logical time is later is cancelled, and the buffer dead lock is released to make inter-system communication possible.
