PURPOSE:To measure the pulse signals of signals to be measured which differ in measurement time with accuracy without making the constitution of a counter complex by supplying a specific reference clock pulse signal according to the pulses of pulse signals to be measured. CONSTITUTION:When a pulse signal 200 to be measured which is selected by a selector 22 is inputted to a counter 20, the best reference clock pulse signal for measuring the pulse time T of the signal is selected by a selector 30 in a reference clock pulse signal group (300, 302, 304, 306 and 308) and outputted to counters 20 and 28. The counters 20 and 28 count the clock pulses of the selected reference clock pulse signal for the pulse time T of the pulse signal 200 to be measured and output their counted values to an arithmetic unit 32. The arithmetic unit 32 uses the counted values from the counters 20 and 28 and a selection control signal for the selector 30 to measure the pulse time T of the pulse signal 200 to be measured.
