PURPOSE:To carry out a controlling operation simply and securely from a transmitting unit side by providing a starting detecting means, a vehicle condition detecting means, and a transmitting means on a receiving unit while providing a receiving means and an indicating means on a transmitting unit. CONSTITUTION:A receiving unit 2 is installed on a vehicle 1 side while a transmitting unit 3 having an antenna 4 is provided outside of the vehicle. The receiving unit 2 is connected to a gear position detector 5, an engine speed detector 6, a parking brake condition detector 7, and a cooling water temp. detector 8. An antenna 4, a starting switch 18, indicating LEDs 27, 28, and a speaker 29 are provided on the transmitting unit 3. Thereby, a controlling operation can be carried out simply and securely from the transmission unit side.
