PURPOSE:To prevent the early discharge of a vehicle battery by bringing the mode into the standby mode at no-running state, allowing a main control section to start polling at a communication request from various electric devices of a terminal node for required mutual communication and stopping the polling in other cases. CONSTITUTION:When a running signal is inputted from a running signal generating section 4, a main control section 1 applies polling to a terminal node 2 to apply data processing. When the vehicle comes to the non-running state, the standby mode is obtained to input a communication request signal from a terminal node 2. That is, when a change in the input signal from an electric device 6 is detected by a change detection means 19 in the interface unit 5, a control means 20 is operated and a communication request signal is transmitted to the main control section 1 via a parallel/serial converter 15, an electrooptic converter 16 and an optical fiber 3. On the other hand, when no communication request comes from the terminal node 2, the electrooptic converter 11 of the main control section 1, the photoelectric converter 12 and the electrooptic converter 16 and the photoelectric converter 17 of the interface unit 5 are not operated.
