PURPOSE:To make it possible to relieve abrupt change in water storage level by calculating a corrected water level obtained by adding 1/2 of a water level difference to a sub-water level and outputting the result when abnormality of water level is detected. CONSTITUTION:When there is no abnormality in the water level of a main water level gauge, normal water level from the main water level gauge is given to a water storage level outputting section 4'. When it is judged by a water level abnormality detecting section 1' that water level from a main water level inputting section 6 is abnormal, an abnormality signal is outputted from an abnormality signal outputting section 11 to the abnormality signal judging section 17 of a corrected water level calculating section 2'. The judging section 17 judges the signal and sends an abnormality signal to an arithmetic judging section 18. The judging section 18 outputs a corrected water level [sub water level+ (main water level - sub water level) / 2] being calculated by an arithmetic section 20 to the outputting section 4' at the first interval timing (10 minutes) from an arithmetic interval setting section to which the abnormal signal is inputted. In succeeding interval timing, a switch SW is changed an the sub-water level is outputted as it is to the outputting section 4'.
