PURPOSE:To prevent the outline of a video signal from shading off, and to always perform an image processing at the optimum position for a high speed mobile body, by adding the video signals at the first one field and the next one field, and outputting it to an image processing circuit, when a stroboscopic light emitting timing pulse, and an electric charge transfer timing pulse are overlapped. CONSTITUTION:An adder 3 adds the output of a field memory 4 on the output of an A/D converter 2. A control circuit 9 detects whether a stroboscopic light emitting timing pulse B and an electric charge transfer timing pulse A are overlapped or not. When they are overlapped, a video signal C outputted from the A/D converter 2 at the first field (a) after the detection, is written on a field memory 4. And the video signal C at the first field (a) is read out by synchronizing with the outputting of the video signal C at the next field (b) from the A/D converter 2, then they are added, and is outputted to an image processing circuit 5. Therefore, at the image processing circuit 5, a signal processing in which the video signal at the field read out for the first after completing perfectly a stroboscopic light emission is objected, is performed.
