PURPOSE:To prevent the malfunction of a circuit due to an erroneous input by constituting the capacity of a pulling side to the size of the capacity or above of an active side to exist respectively between an input line and the power source line of the mutually different active side and pulling side. CONSTITUTION:Concerning respective capacity values of a capacity Cp of a pulling side and a capacity Ca of an active side, so as to come to be the relation of Cp>=Ca, an electrode is provided through a dielectric object between the transparent plates of a liquid crystal displaying panel and a capacity is formed. When an electric power source voltage V2 is quickly increased to V2(t0) for a time t0 by a noise, a threshold voltage VT=V2/2 of a circuit 4 is changed to VT(t0)=V2(t0)/2 and an electric potential V3=V2 of an input line 3 is changed to V3(t0)=V2+{V2(t0)-V2} and Cp/(Ca+Cp). When the relation of respective capacities is Ca<=, an electric potential V3(t0) of the input line 3 does not always arrive at a threshold voltage VT(t0) of the above-mentioned circuit 4, and it can be prevented that the erroneous input is obtained.
