PURPOSE:To attain more appropriate recognition by providing a candidate having a low candidate order before sorting with a penalty in case dictionary patterns are sorted by using stroke number information to determine the final recognition order. CONSTITUTION:A handwritten input character pattern on a tablet 1 is compared with the dictionary patterns in a recognition dictionary 3 by a candidate selecting circuit 2. The candidate selected by the circuit 2 is inputted to a penalty setting circuit 4, the difference between the number of strokes of the input character and that of the proposed character is checked and a penalty is added to the difference between numbers of strokes. A stroke number sorting circuit 5 sorts the proposed character based on the stroke number difference with the penalty to determine the recognition order.
