PURPOSE:To reduce the size and weight of the titled instrument and to reduce the cost thereof by inserting a material to be measured into two transmission lines and subjecting the sum of the voltage in the inlet parts of the transmission lines and the voltage in the outlet parts of the transmission lines to calculation. CONSTITUTION:The output of a signal generator SG is inputted via a resistor R1, an attenuator AT1, and the transmission line L1 of a length l1 having a specified specific impedance Z0 to the material to be measured (DUT). The signal outputted from the other end of the material to be measured DUT is inputted via the 2nd transmission line L2 of a length l2 having the specified specific impedance Z0 into an attenuator AT2. The voltage V at the addition point A increases or decreases if the frequency (f) of the signal generator SG is successively increased and therefore the max. value and min. value of said value in respective frequency bands and the frequency when the voltage V is min. are stored into a memory. The material DUT is then removed and the output and input thereof are connected. The max. value and min. value are similarly determined and these values are calculated, by which the absolute value and phase angle of the transmission characteristics are obtd.
