PURPOSE:To attain the change of accommodation such as addition/deletion/ change of a line without giving effect onto the active on-line system by dividing low speed lines into a low speed line group with connection parameter change and that without it, assigning the time slot of the low speed line group without change in the state prior to the assignment change and assigning the low speed line group with the change to an idle area. CONSTITUTION:At the time of a low speed line CH6 is added to the connection parameter and stored in a storage memory 2 in a time division multiplexer, the content is compared with the connection parameter of an active low speed line in a storage memory 1 and the parameter is divided into the low speed line group with a change and the low speed line group without change. After an operation memory 7 of the time slot is initialized, the low speed line group without change is extracted from a backup memory 6 of the time slot and the parameter is arranged in the sequence. An idle area not in use at present (hatched portions in figure) is extracted, the low speed line groups with the change are sequenced to the idle area based on the line speed and the line number to assign the time slot.
