PURPOSE:To dynamically change a signal transmitting speed to the change of a traffic by using plural channels of a signal line having plural logical channels as the signal channel for an exchange control when the traffic is increased. CONSTITUTION:At the time of the increase in a traffic is detected, out of the (n-1) lines of the signal line to link a signal device 2 and a time division switch 5, for example, two signal lines 8-2 and 8-3 are connected through the time division switch 5 to transmission line side channel lines 6-1 and 6-2. A signal device 21 controls so as to connect signal lines 14-2 and 14-3 to transmission line side channel lines 12-1 and 12-2 through a time division switch 13. Thus, as a traffic is increased, a signal channel is increased from one channel to three channels and the transmitting speed is essentially increased three times.
