PURPOSE:To execute the image recognition durable to the deformation of a pattern without decreasing unnecessarily the resolution by quantizing, at a prescribed unit, the Fourier component and the phase component of a product with a complex conjugate before the sum of a small area is obtained. CONSTITUTION:The image information of a pattern inputted from a TV camera 11, whose brightness is made numerical 12 for a picture element, is stored into an image memory 13. When a pre-treatment part 14 standardizes an input image, a processing part 15 divides an input image signal into plural small areas and converts the signal into a Fourier transformation pattern at every area. A pattern deciding unit 16 obtains the product of the complex conjugate of the Fourier component at every area with the corresponding component of a standard pattern 17 where the same processing is executed beforehand, quantizes the phase component of the product at a unit theta specified by 2¦K¦delta at every space frequency K from an allowable displacement delta specified beforehand, adds the product over all small areas, obtains the absolute value of the sum, obtains the similarity at every frequency K, and executes the pattern matching by using the set of the obtained similarity.
