PURPOSE:To safely carry out an emergency power generation by bypassing an exhaust recovering passage while operating a means which externally radiates the heat of a hot water in a high temp. water tank, when using a dual-purpose electricity and steam generation device as an emergency power generating device for preventing an accident. CONSTITUTION:Normally, in order to obtain a hot water by means of the waste heat of an engine 1 for driving a generator 2, a low temp. water W1 is made pass through a pump P1, a cooling water heat exchanger 3 for heating the water by the cooling water of the engine, a solenoid valve 11, an exhaust gas heat exchanger 4 for heating the water by the exhaust gas of the engine, and a solenoid valve 12, and the heated water is stored in a high temp. water tank 62. The heated water is used as a heat load 7 by a pump P2 and returned to a low temp. water tank 61. When used as an emergency power generating device, the heated water becomes an emergency power generating device, the heated water becomes excessively hot since the heat load is not used. Therefore, a solenoid valve V2 is opened to bypass the gas heat exchanger, a solenoid valve V4 is opened to drain the water, and a pump P3 is operated to carry out cooling by the atmosphere through a cooling tower 8.
