PURPOSE:To realize a cost down by outserting a plastic at a projecting part provided on a plate shaped member. CONSTITUTION:An oblique base 12 which supports a rotary cylinder is formed integrally with a mechanism substrate 13, and at the circumferential position of a hole part 14 provided in advance on the mechanism substrate 13, plural projecting pieces 12a-12c having different heights are formed with a bending. A plastic 15 is formed with an outsert so as to cover the projecting pieces 12a-12c, and the surface of the substrate 13 among the projecting pieces. Thus, by outserting the plastic 15 against the projecting pieces 12a-12c which are positioned at limited object positions, the plastic can be formed in a uniform thickness as shown in h1 and h2 at the surfaces of the projecting pieces 12a-12c.
