PURPOSE:To facilitate the connection processing by adopting the constitution that a line connection instruction from a terminal equipment is sent to a network processing section, a link connection processing section and a physical connection processing section in a communication controller sequentially. CONSTITUTION:When a terminal equipment 1 starts transmission/reception with a terminal equipment, the terminal equipment issues a line connection command 24 to a communication controller 3. A network connection processing section 19 receiving the command sends a connection command 25 to a link connection processing section 12, which sends a connection command 26 to a physical connection processing section 9. When the processing section 9 receives the connection end signal 28 after connection instruction signal 27 is sent to a line connection device 5, a connection end notice 29 is sent to the processing section 12, which sends a link command 13 to an exchange network 7. In receiving a link forming end signal 14, the end notice 15 is sent to the processing section 19. Succeedingly, the processing section 19 sends the connection command 16 and in receiving reply information 17 from the terminal equipment 2, the connection end notice 18 is informed to the terminal equipment 1.
