PURPOSE:To eliminate a jitter with simple constitution by applying AD conversion to a reproduced video signal including jitter based on the 1st oscillation output including the jitter and applying resampling to the converted data by the 2nd oscillation output with less jitter components. CONSTITUTION:The 1st oscillation circuit having a fast frequency response is led out of the 1st oscillation control circuit 5 in follow-up to the phase fluctuation detected by a phase fluctuation detection circuit 2 of a reproduced horizontal synchronizing signal. An AD conversion circuit 1 samples the reproduced video signal based on the output of the circuit 5 to generate AD conversion data. The 2nd oscillation control circuit 11 leads the 2nd oscillation output having stable frequency response in follow-up to the phase fluctuation of the reproduced horizontal synchronizing signal or the phase fluctuation of the circuit 5. Based on the output of the circuit 11, the AD conversion data is sampled again by a resample circuit 7.
