PURPOSE:To prevent the occurrence of a hazard, e.g., a toxication trouble, owing to CO, by a method wherein the ventilation rate of a room is computed according to gradient of a room temperature, from a computing result, the cycle of a timer is decided, and ventilation of the interior of a room is reported at every cycle of a timer. CONSTITUTION:When heating is effected by means of a specified combustion amount, a room temperature is increased, a detecting timer 25 is actuated at a time Ta, and combustion of a burner 13 is stopped during a time between times Ta and T. As a result, a room temperature is decreased by DELTAt. The DELTAt is detected by an gradient detecting part 26, and room environment is estimated by a computing part 27. A ventilation timer part 28 sets a timer time to a low value when the temperature change DELTAt is low and sets to a high value when the DELTAt is high. When decided timer time combustion is continued, a reporting part 29 reports ventilation. A safe timer part 31 is operated simultaneously with a reporting output from the reporting part 29. When ventilation is not effected until a timer is completed, a safety shut off part 32 is operated. If no ventilation is made until timer is completed, a safety shut off part 32 is operated when a safety valve 10 is closed to stop combustion. When, before completion of a safety timer 31, it is decided that ventilation is made, no safety shut off part is operated, combustion is continued, and a ventilation timer part 28 starts counting again.
