PURPOSE:To attain the efficient backup by transferring control information of a terminal group to be controlled by a terminal controller altogether under the control of a terminal controller controlling other terminal group when a terminal controller is in an inactivated state. CONSTITUTION:A TC 1 is connected to the 1st terminal group 100 comprising terminal equipments 10A, 10B, 10C... through a line L to control each terminal equipment in the terminal group 100 in a zone 1000. A TC 2 is connected to the 2nd terminal group 200 comprising terminal equipments 10D, 10E, 10F... through the line L to control each terminal equipment in the terminal group 200 in a terminal zone 2000. The control by the TCs 1, 2 is executed by using control information 1a, 2a arranged in each TC or each terminal equipment. If the TC 1 is in inactivated state due to an error, a transfer command means 20a is operated by either manual or automatic operation. After the control information is transferred, the equipment is used under the control of the TC of the transferred destination and all the terminal equipments are controlled by the TC.
