A manufacturing method for thin neutral paper has process such as 1) adding sodium bicarbonate to pulp for solution; 2) addmixing calcium carbonate as filler 3) adding an oil solution of alkyl succinic anhydride dispersed into positive ionic starch derivatives as waterproof agent. The waterproof agent may be replaced by the mixture of alkyl ketene dimer, denaturalized derivatives of positive ionic acrylamide, and polyacrylamide polyamine resin. According to the invention, the quaity is improved to enhance the tear and burst strength of the paper with good absorption of ink and prevent discoloration and deterioration.
