PURPOSE:To keep a panel for room heater from warping due to thermal expansion and swelling due to moisture by filling into a hollow section inside of a panel main body a heat generating section which is constituted with a heat generating body and a metal plate and providing a cushioning layers on the upper and lower faces of the heat generating body and between those and the panel main body. CONSTITUTION:A hollow section 2 is formed in the main body of a panel 1, and this section is filled with a heat generating section 5 constituted with a heat generating body 3 and a metal plate 4 which is piled on this heat generating body 3 for dissipating its heat. Cushioning layers 6 which are capable of absorbing shearing forces are placed between the panel main body 1 and the upper faces and the lower faces of the heat generating section 5. With this constitution it is possible to protect the heat generating body 3 from bodies falling on to the floor and at the same time it is possible to absorb in the cushioning layers 6 the elongation due to the thermal expansion of the metal plate 4 and the swelling of the panel main body 1 and prevent warping which accompanies the thermal expansion and the swelling due to moisture.
