PURPOSE:A permeable membrane having small membrane resistance and extremely improved mechanical characteristics of tensile properties and flex-resistant characteristics, obtained by blending a specific porous layer of a fluoropolymer with a specific ion exchanger layer a fluoropolymer. CONSTITUTION:A permeable membrane having 35-500mu total thickness consisting of (A) a porous layer which comprises a fluoropolymer and has 0.05-10mum pore diameter, 30-95% porosity, 30-450mum thickness, a hydrogen gas release layer on the surface at a cathode side and a hydrophilic layer in the interior of pore and (B) an ion exchanger layer which has 5-100mum thickness smaller than the porous layer, comprises a dried resin of a fluoropolymer having 0.5-2.0meq/g ion exchange capacity and supported at the anode side. The ion exchanger layer consists of two or more fluoropolymer layers containing a sulfonic group and a carboxyl group and a fluoropolymer layer nearest to the anode side is a layer containing a carboxyl group having the lowest water content.
