A dry mixture is made of a non-modified fluorinated polymer, particularly a deformable, web-forming polytetrafluoroethylene, in powder and/or fibre form, an inorganic hydrophilic material as a powder and a porous hydrophilic material or a pore forming agent. The mixture is pressed into a cake. The cake is subjected to rolling steps. Between rolling steps the cake is turned over an angle.
