PURPOSE:To improve the effect in a spinless operation by a pressing an elastic member for pressing a side part with a hydraulic cylinder and by providing working fluid to a hydraulic cylinder on the internal side of the turning direction at the time of vehicle rotation. CONSTITUTION:An oil passage 24 is formed in a side sleeve 14 and an axle 16 and its hydraulic pipe 26 is connected to a hydraulic cylinder 27 for power steering. Working fluid is supplied to the right side chamber of this hydraulic cylinder 27 at the time of right turning and this working fluid is also supplied to a hydraulic cylinder 20 for the side sleeve 14 on the right side. For that reason, a spring 23 on the internal side of turning direction is pressed and a side part 10 on this side 10 is pressed. Consequently the engagement of clutch teeth 8, 11 on the turn internal side and can teeth 9, 12 is maintained without fail. On the other hand, the turning speed of a wheel 17 on the turn external side is increased and the engagement of clutch teeth 8, 11 is released and smooth turning becomes possible.
