PURPOSE:To prevent an annealing state of a metallic strand wire at a fusing-cut part caused by narrow heating range, by using in a moment the cutting part of the metallic stand wire locally by a plasma-arc and also cutting the fusing part by stretching. CONSTITUTION:As the metallic strand wire 1 is held by a fixed clamp 61 and a shifting clamp 62, which is arranged as shiftable apart from the fixed clamp 61 by the stretching mechanism 65, a tension is acted on the metallic strand wire 1 between the both clamps 61, 62. Under this condition, special gas 631 is injected from a plasma nozzle 63, the cutting position of the metallic strand wire 1 is laid under special gas atmosphere, and discharged from an electrode 633 of the plasma-nozzle 63 by an arc-electric source 632. In this way, the cutting position of the metallic strand wire 1 becomes rapidly to the fusing state locally, and the fusing part is separated and cut off by the tension which is always acted by the clamps 61, 62.
