PURPOSE:To enhance adhesive force to an anchor agent or resin coating by providing a polishing device to polish physically a metal surface on the upstream of a coater to coat coating liquid on a metallic material. CONSTITUTION:A metallic material 2 wound to a reel 3 of a supplying device 1 is drawn by transfer devices 34 and 44 and travels horizontally to be wound to a take-up reel 47. During said travelling, first a side polishing brush 6 on a polishing device 5 polishes both sides of the metallic material 2, and then a rotating brush 7 and a lateral polishing brush 8 polish both sides of the metallic material 2. By said process, dirt, rust and the like adhered on the surface of the metallic material 2 are removed, or oxidative film and the like are removed in case of soft materials such as lead and the like, and at the same time, emboss patterns are formed on the surface. Accordingly, coating layer, after being washed and degreased by a washing device 13, firmly bonds with the metallic material 2.
