PURPOSE:To prevent the generation of the break and a burr, etc., and to omit unreasonableness and waste by rotating as rotary cylinder and cutting a small diameter hole by a cutting torch for drawing a true circle in the periphery in the lower part of the center of the torch which has been fixed eccentrically. CONSTITUTION:A rotary cylinder 5 which has provided horizontally a sliding groove on the bottom part so that a torch supporting cylinder 9 is slid or fixed freely is pressed into the inside diameter of a rotating part, the torch supporting cylinder 9 is slid eccentrically by using its center 7 as a base point, and a necessary R is fixed by making the center 18 of a small rotating body 30 conform with, for instance, a part of 2mm. Also, said cylinder is installed to an installation base 3 so that a center intersection 13 of a material 12 to be cut conforms with a position of a tip 28 of a pointer 27 which has been provided so as to communicate and conform with the center of the rotary cylinder 5. The rotary cylinder 5 which has been pressed into the rotating part, and the torch supporting cylinder 9 rotate as one body in an eccentric state. Accordingly, at that time point, a radius 12 is determined, and in case the radius 12 is 2mm R, a whole diameter of 4mm phi is cut exactly and also to a true circle.
