PURPOSE:To perform a range of operation from cutting a winding core to setting the after-cut winding core to a winder automatically, by installing a swivel body having at least one winding core supporting shaft. CONSTITUTION:A paper tube 10 on a first core receiver 3b is pushingly fitted in a winding core supporting shaft 11b on the swivel body 1b set up in a core receiving position P1 by a pusher 5b. The paper tube 10 on the shaft 11b is turned to a core cutting position P2 by rotation of the swivel body 1b. Here, it is made to correspond to slit split width and cut in split. After split cutting, the paper tube 10 is turned to a core discharge position P3, and hereat it is extracted onto a second receiver 7b from the core supporting shaft by an extractor 8b, from which it is fed to a winding core stand-by station 7a of a sheet cutting and take-up part A by a conveyor 9b.
