PURPOSE:To make a wire possible to be accurately wound or rewound on a drum without the smallest strain, by making a travel speed so as to adjusted till a pulley position is accorded with a wire port position of the drum with a signal out of a wire position detector when a difference in the position of a guide pulley. CONSTITUTION:When a moving plate moves in an A direction, a guide gear rod 5 is rotated in a B direction, a wire 1 is delivered out of a wire drum in a C direction, and the wire 1 comes into contact with a position detector 10-2, that is when travel of the moving plate 8 is little, a travel speed of the moving plate 8 is increased as long as the specified time, and the wire 1 is shifted from a position of 1a contacting a position detector 10-2 to the center 1b between these position detectors 10-1 and 10-2. And, in contrast with this, when a position the wire 1 comes into contact with the position detector 10-1, the travel speed of the moving plate 8 is reduced and the wire is shifted to a position of 1b. Thus, winding and rewinding operations of the wire are accurately made performable in a smooth manner without receiving any influence of idle running of the wire drum, complex operation, a slip of a guide pulley, etc.
