PURPOSE:To enable a rotor motion at an equal flow rate and without a pulsation to be obtained regardless of the kind of a fluid to be measured by providing a condition wherein an areal velocity is constant when the free rotational motion of the rotor is conducted. CONSTITUTION:A pair of rotors 11 and 12 each having the configuration of an envelope with a radium (r) represented by the equation are pivotally supported in a measuring chamber 51. The rotors 11 and 12 have shafts 41 and 42 in the measuring chamber 51 as their shafts and receive a rotational torque in the direction shown by an arrow R by a flow in the direction shown by an arrow B. Timing gears 21 and 22 coaxially engaging with each other in a timing gear chamber 7 are fixedly mounted to shafts 41 and 42 and rotatably supported by bearings 61 and 62, respectively. Thus, a flow rate is measured according to the rotational torque due to a flow without a pulsation.
